First of all, can I simply back up my phpBB forums (www.teamlk.org/forums) by copying it to ym hard disk, or do i have to do something? (Like if this server were to crash/die, I can load my back up on another host). Also, why do my friends see Ads but not me?

You can use the backup function in the control panel to backup the files.
You shoud also backup the mysql databases using phpmyadmin.
Probably you have a popup blocker.

phpmyadmin? Is that a Admin cPanel function?

How do i back it up so i can upload it somewhere else, if I needed to?

Please read the responses, it avoids the need to ask the same question twice.
Ahh! I hate when new people can't read or figure things out!
In your damn control panel here at ULMB, there is an option that says "Backup" which is here: http://account.ulmb.com/backup/. Click on it, make a full backup of what ever site you wish to back up.
Now, you're done with the file back up. (Once you're done downloading that is.)
Now you need to do your database back up. If you run a forum or something, this is where all your posts/information is kept for your forum.
Go to MySQL Databases in your control panel (which is here : http://account.ulmb.com/mysql/)
Find the database you want to back up, click on phpMyAdmin, which is on the right of it listed somewhere.
Once you find what you want to back up, go to Export in phpMyAdmin. Click on Zip or something near the bottom, I'm not 100% sure as I'm not looking there right now.
I'm sure you can manage to figure it out.
In order to get somewhere you must try atleast once you know....if you still can't figure it out then I suggest reading up and quit bothering people. I'm sorry to be so harsh it's just some people don't even bother to read up on things or try things out for themselves. They wait for people to basically "hand feed them".... :|

Well, sorry if I sounded like a total newbie to you but that's what I am. Anyways, What I MEANT was how would I upload this ALREADY backed up phpBB forum and database if I were to move to a place that didn't contain the same features. Would tere still be a MySQL Database form in a site that does not have this type of cPanel.

Sorry, it's just there are way too many people on here now that don't know a thing, yet sign up for hosting. If you don't know something, read up on it, see how it works, and then try it out. Google is your best bet when trying to figure something out.
Anyways, yes, pretty much all hosts allow you to upload your databases through phpMyAdmin.
