How do I make it viewable to the public, so they can simply download whatever is in there?

This is not allowed, it is a violation of our terms to allow your visitors to upload files to your webspace.

what about the e107 plugin upload thing... people can upload things and others can download

Using the webspace for file sharing is not allowed.
We allow the php upload function so you can upload your own photos to a gallery, forum plugins/mods, forum avatars, small attachments etc.. but using it to exchange files is unacceptable.

Well, I have an attachment mod installed, is this legal? (I only allow legal files). Also, I wish to transfer files such as word documents (".doc") in a folder in which ONLY I would upload... The folder in a sense is called "uploads," however, it's uploads for me. So basically, I'm asking if it's possible if they can view a folder and download whatever is in there...
BTW, so I can't upload and allow them to download my files? (LEGAL documents or songs/beats I made). It's ok, I still can upload them somewhere else.

Are you on paid hosting?
If so, it doesn't matter, as long as its legal.

create an index.html with links to all the documents in it. I don't have a code that'll help with this, but it's simple to make so you should be able to make it, just have it append to the end of the file with the file name.

may be you can use a script of folder index.
