I'm just wondering if hotlinking is disabled and if it's not how can I disable it on my sites?

Hotlinking is disabled for free accounts and enabled for paid accounts.
It cannot be turned on or off in either case.

Is this still the case... I just upgraded to Starter thinking that I would be able to use my PHP rendered images from Facebook.

Yes, it is. Paid accounts are allowed to hotlink, free accounts are not.

Please wait a few hours, it will work, but when you upgrade it requires DNS changes, so it may take upto 24 hours (usually less then 8) to take effect.
