problem in a function.php

I'm new to web site setup. I've setup a joomla install 1.0.10 with a php safemode patch, I added fireboard forum component and PU Arcade component.
I got a message at top of pages that said something like line 88 of \include\cache\lite\function.php is
not allowed. everything seemed alright but didn't like that message at top of screen.

line 88 in file is---> ob_implicit_flush(false);

I deleted that line now I get characters that popup in various places in frontend and backend
that look like this---> 

anyone have any ideas on what I might do about this?

Install it normally without any mods and it should work.
You dont need any safe mode patches.

I upgraded the site to 1.0.13 only used 1.0.10 for the safemode patch which isn't really needed since installing from directory actually works on this host. So thanks for the info the characters and error code is gone. Also want to tell you I've tried 7 or 8 other free host in the last three weeks and this is the smoothest one. I deleted all my other accounts on other free hosts except one that went under and just left a oriental dates ad in its place and one that wouldn't load all the way in order to close account. I really like how everything on ulmb is working the way I expect it to or better. Plan to purchase account as soon as I save for at least a one year account.
