can i use unverified Paypal account? cause i would like to upgrade since i like to host my website here and reliable too...

we will accept the payment if you can do it.
but its not up to us, sometimes paypal does not allow it.

i already buy a hosting from hostgator in just 1 cent and i used a unverified paypal account and it work... but here not working

Was it a subscription or a one time payment?
Sometimes paypal does not allow subscriptions if your account is not verified.

If you have a bank account you can ask for a visa/mastercard debit card, and you can use that here.
