I want your help i wants to make an IPB 2.1.7 forum using your service.But after installation when i go to the page http://new.ulmb.com/forums/install/index.php
i can see a error message please give me a solution

Make sure you uploaded that file.
You dont need to chmod, if it will not work without the CHMOD then you need to edit their install or do a manual install so it ignores the CHMOD check. You do not need to chmod on our servers.
