.tar files not allowed?

after attempting to upload a few .tar files (forum skins) through my FTP without sucess, lead me to question weather or not .tar files are allowed.

are they? (and if they aren't, why not?)

if the file is over 1mb then it will not upload regardless of the file type.

I continued to try and upload it via FTP, but the file just won't upload, so I used the control panel file manager to upload it and I got this message:
