FYI: Free sites must be 100% in english.
Otherwise, it would require a lot of coding unless you use a translation service like "Google Translate" or altavista's babelfish. The bad thing about using the web services like that is that the sentences they change your's into generally don't sound right when it they are said in the new language.
As for the coding, you would have to either translate your pages or find someone to do it for you. You could then do it a few different ways, you could store it the words in a database and have it pull them from the database and select the table by the language, or flat file.

Which part, the translating, the upgrading your account so you can do this without getting your account terminated, or the coding part?

Didn't you read the terms of service when you signed up? (well by signing up you are agreeing to it and saying you read it)
Language. (Free Accounts Only) All sites must be written entirely in English.
I also said that above.
You might want to review the terms of service here: http://account.ulmb.com/terms/

If you have other languages on there then you will need to upgrade to a paid account.
