Many of our members have installed IPB without any problems.
Ignore any files that dont upload.

I am not installing it i am transfering it from another server (keeping all posts and setting) Ive done this efore without any problems. The files that the server wont upload are part of that ipb settings or posts so it will not laod the ipb. What should i do?

Posts and settings are stored in the mysql database not as files.
If you are getting an error about missing files when you view your website please let me know, otherwise please follow my previous instructions and ignore the files that wont upload.

That error has nothing to do with uploaded files. It is a database error so something is wrong with your mysql.
Go to your database and see if you have 'ibf_cache_store ' listed there. Apparently that is the missing database file.

You need to import your database with phpmyadmin.
MYSQL errors NEVER have anything to do with files.
