ok i couldnt get easy mods installs so got a pro to do it, he emailed me saying,
Shane, this problem seems to be caused because of a restriction from your host. If you can get Safe Mode turned off or get them to disable the open_basedir restriction, you should be able to install EM. I've seen the option to turn Safe Mode off/on in some CPanels, so you might want to check there first. If the option isn't available in your CPanel, then you will have to call your host and hope for the best. Many hosts force safe mode on their clients, especially on free hosting sites...
Safe Mode is like booting your PC into Windows Safe Mode. It disables many useful features and makes it difficult to do much of anything. Most people wouldn't intentionally boot to Safe Mode in Windows unless they were attempting to correct a problem. The same is true on FTP Servers. I hope you can convince your Host to remove that restriction. If they have good security measures in place, there is no reason to restrict your access...
I don't see any way that you will be able to install EM on this site until you get Safe Mode turned off or are able to disable the open_basedir restriction...

So is there anyway of sorting this as i see i cant turn of safe mode as another member asked?
