Question on PHP oriented galleries for pictures

Are we allowed to upload php picture galleries for our websites?

The Terms of Service say:
... User shall not upload onto their web space any of the following:
...
# large photo albums or TGPs;
...
The basic rule of thumb is that you need to focus your web site on content. It would be safe to say if you have a small photo album to enhance your web site you are safe. But make sure you have more activity on your content then photo album.
