My account under "linnydrew" has been suspended, because my card was declined upon renewal. I would like to make my payment with Paypal, but do not have the paypal option when logging in. Any help would be greatly appreciated. :)

The payment method cannot be changed when the account is suspended.
You need to call your bank for the reason the card was declined and then try again.

It may take me a while to settle what's wrong with my card, is there no other way I can make a payment?
