Hi,
I am on a basic account right now. I need to send a newsletter
using php / mysql . It takes a few hours with my current sendmail
limits. Is there an account upgrade that ups my sendmail quota?
My list is double opt in and completely solicited. I can't really use 3rd party
apps because of the customization of the mail message with username etc.

Sending mass mail is not allowed, it does not matter about double opt in.
All accounts have same mail limits.
OK well I'll have to find another solution then. Kind of unfortunate since
I've been with you guys for about 2 years now.
In the meantime, as long as I stay within the limits of <60 mails per hour
we won't have any problems? At the moment I'm using a sleep(70) between
mails just to make sure. Will my script timeout after a certain while?

You may not send any mass mails from our servers. We are a web host not a newsletter host. There are plenty of newsletter hosts out there that will let you send using custom info in the emails.
I don't suggest moving to a host that does both, here is my justification. We host web sites, we do not monitor them, or the emails that are sent to or from our server unless we get complaints. Newsletter providers generally monitor the newsletters that are sent on their servers before they actually leave their server to make sure it isnt spam. Newsletter hosts also have special relationships with most email providers out there to handle abuse situations. Being that we do not monitor every email that leaves our server, if we were to allow newsletters (or any web host for that matter) then it is very likely that the server your hosted on will be marked as a spam server and any mail sent from that server will end up in junk mail bins, if it is even delivered at all.

Use your ISP smtp server to send newsletters.
Most ISPs will provide a smtp for you to send mail.
Tyler: Soooo.... Are you asking me to stop sending the 50 or so emails per hour I'm currently sending twice a week for 15 hours?
Eric: I've considered that but wouldn't my ISP also have some kind of cap on how
I use it? My ISP caps torrents they are so anal.
I don't know what a "Newsletter Host" is but can you suggest one that I can use with
my SQL database to send about 2000 emails per day? I don't want it to just grab
the email addresses and send the same mail to everyone. I have to be able to manipulate
the data and send the email with the recipients username and an ID key I use.
Right now I'm looking at bluehost which will let me send 500 per hour or servage which
offers 100 per minute. Obviously if I'm going to pay for it then I'm going to put my sites there as well. I would rather not. I really am impressed by the uptime with ULMB.

The situation is this:
We need the mail limits to prevent people from signing up and using the server to spam.
We did not design it to allow setting custom limits per user, everyone has the same limit.
Sending 2000 emails a day is going to slow down the server.
Even with opt in, I have seen it many times in the hosting business that people get fed up getting a newsletter and click the Spam icon in their mail folder instead of going through your unsubscribe method.
ISPs and mail providers use the Report Spam features to blacklist servers which get repeated reports, so eventually we have to contact various email providers and get unblocked.

I don't think you fully read what I posted. If you go with another host and you send out a newsletter from there you are going to run into problems. Either the host will stop you, or if the host doesn't stop you then your customers most likely wont get the email because it will end up in the spam folder.
Have you tried Vertical Response? They let you send via any data you can throw into it. I have a large list on there and I can send to people who have the same birth month, or same first name, same last name, same zip code, same gender, anything that I have collected. I dont know if they can work with your MySQL database, but if it is a newsletter then you should just have them signup there.
