The problem with blocking someone by their IP address is how easy it is to change an IP address. Most ISPs allow their customers to change their IP address by simply turning off their cable modems and waiting a few minutes to turn it back on.
What reason would you want to block someone from your site?

There are a few reasons to block someone, one major one including spam. Tons of people think its funny to spam peoples forums, and banning their accounts just aren't enough. They will keep creating other accounts just to aggravate you, and until you block their IP addresses, you will not be able to stop this. It will take some time for them to change their IP addresses, so when they do, you just IP ban that one too. Eventually, they will get bored and move on.

For forum spam I would suggest using a service that blocks the spammers based on a database of known spammers.
If you have a paid account and want to IP ban someone it can be done with a .htaccess file.
