You can't use .psds as normal images. But I don't think they would disallow simply uploading them.

If your banner is in psd format you need to get an image editor and convert it to a file that web browsers will display usually a gif or jpeg.
There really is no need to have a psd file in your site folder. Lots of tutorials out there for web graphics, just do a search.
