I need help with changing the whole style of -

I don't know much about CSS and its hard for me.

You should check out the official phpBB.com forums. There's themes released in there for you to look through :)

Umm.. Ya i looked there but i wan't to customize my own with my own pictures, own background. But when i try to do my background i get

Are you talking about how it is just across and not down or did you want to set the br color to match the green so it looks like it never ends?

You should use a theme that gives you the option to change the background; There are many like that.

They are using vBulletin, you are using phpBB. You'd be better off finding a theme that looks somewhat similar, and tweaking it to your needs. Is this something you can do? There are many sources out there for "phpBB3 styles". Let me know if you find something.
My best suggestion on this is to use MyBB if you want to mimic a vBulletin style. It'll be a lot easier than doing it from phpBB's stand point.
MyBB is sort of like a free vB but just not as good :p lol (It's still a good forum script though.)

How do I make it not as wide. Like it's almost the whole screen. How to I make it like half so it's in the center
Great to see you went with MyBB :) Should be easier for you to make a good skin :)
Anyways, just go into your style options. I don't have MyBB running myself (used to a long time ago) so I don't remember exactly. But there's two areas for customizing themes in MyBB.
A templates area and an area for the CSS and what not.
Try finding the CSS area. Don't look in the templates area. Anyways in there, you should see an option for the forums width. By default I think they're all set to 100% or somewhere near that level.
Change it to what ever size you wish. :) (Pixels or Percentage of the screen).

How do I make a table at the top telling what my forum is. Like saying Hi, are you knew? If so you have to make an account...
And i wan't to know how to change the pictures for new post, no new post, locked.
Luckily for you MyBB is very easy to Mod with the use of plugins! :) I think this is what you're looking for:

Display A Message For Members And/Or Guests!
Displays a welcome message to the users!
This plugin enables you to have a message displayed ONLY on the forum index, that can be used to give a description of the site, and anything else you might need.

- Can be turned on and off

Most to all mods only require you upload the files and that's it. You enable them in the AdminCP with rarely, to no editing of the template files. =]
Be sure and read the instructions carefully though on how to get your mod to work.
And about the icons, you need to find some :p All you have to do is find ones you like, save them to your PC and then upload them where they need to be (replacing your current ones). :)

Right now my Quick Login box is at the bottom of the page how do i put it to the top. And where exactly do i put the images?
You replace them with the current ones. For example:
http://www.habbme.com.net.sc/images/off.gif
This image is in your "images" folder and it's named "off.gif". Simply find one you like to replace that one and rename it to "off.gif". Then just upload it to your "images" folder and replace the one you have there now. :)
You do that for the others you want replacing as well :)
As for the login box, you'd need to edit the template files, and copy the code on over where you want it. I can't really help you with this because I don't have MyBB running myself, but if you go ask in the MyBB Support Forums (http://community.mybboard.net/) I'm sure they'll help you out :)
