First of all, I believe you know how to write HTML, and so compose a index.html page.
With that file in your computer, get hold of a FTP client, for instance, Filezilla (recommended) and use that software to connect to the web server, using the host address, user id and password as follows,
host:
ftp.ulmb.com
user:
yoursite.ulmb.com
password:
xxx
Once you have logged on, just upload the file, "index.html" to the directory, and then access you website. You web site should be up and running.
