Making a forum with vbulletin dont work!!!!!!

Well im trying make a forum with vbulletin that i have purchase
i upload everything and when install it i got step two i get this message...
but i know i did everything right i fill out everything my friend he owns a forum he check he dont know whats wrong either....the database username and pass is okay everything
