In your Terms of Use, you have a small typo;

spanned archives such as such as .z01 .rar .ace;

Now, may I ask what spanned archives are and why exactly .rars aren't allowed?

rar is allowed but not spanned.

spanned is like where you split a big file up into lots of small ones.

Split archives are used to bypass our file size limits. And they are often times used to distribute pirated content.
