404 homer simpson

I've tried to set up galaxy map. I had someone check it and all appears to be in order but when I try to access it all you get is homer simpson. It briefly flashes when I click on the [index.php] file in the galaxy folder, and then goes to H. Simpson. Any ideas?

There is no file index.php in the that directory.
There is a install.php maybe you forgot to run that first?
