503 Service Unavailable

Hi can you please tell me when im trying to access http://radiobounce.ulmb.com/forum it comes up with 503 service unavailable Please help. It goes on the website for like 2 seconds and goes on to that error page.

For me it doesn't it goes on the site and then redirects to the 503 page please help admins....:S

Ive even tried it on another computer it works fine any other ip it works i connected my computer to another internet connection it works but when i put it back to my internet connection it doesnt work i think some where on ulmb's side my ip is being blocked.

If your ip is being blocked you will not get any error, it would just time out as if the server was down.

It not like that tho its comes up with a 503 service unavailable page and i read about this and the definitions i saw say that it means when a server is down undergoin maintenance or you just not allowed to access it.
